The Chita branch operated under the authority of the Provisional Siberian Government during 1918, one of several regional administrations competing for legitimacy east of the Urals as central banking infrastructure collapsed. Revenue stamps pressed into service as small-denomination currency were a recurring improvisation across Siberia during this period — the postal and fiscal paper supply outlasted the coin supply almost everywhere.
