Obverse description Imperial Russian State Credit Note of 1898 issue, overprinted or perforated for use by the Chaikovskiy Government in North Russia. The double-headed Imperial eagle vignette appears at left, flanked by the denomination ОДИН РУБЛЬ (One Rouble) in bold Cyrillic lettering at centre. Two manuscript signatures of the Manager and Cashier appear below the central text block, with serial number НБ-391 printed at lower left and lower right.

The Supreme Administration of the Northern Region — the Chaikovskiy Government, backed by Allied intervention forces at Arkhangelsk — issued this note as part of a parallel currency system operating alongside both Tsarist-era roubles and Allied military scrip. The perforation is a post-issue modification, applied to distinguish notes authorized for a specific territory or transaction type, a practice common among Northern Region issues when supply and political authority were both fragmentary.

The government itself collapsed in 1920 when Allied troops withdrew, and unspent notes were largely abandoned rather than formally redeemed. Perforated examples saw real circulation under genuinely chaotic conditions.
