Transnistria has issued commemorative paper roubles with some regularity since the early 2000s, but the 2020 "Formation of Transnistria" note is notable for appearing at a moment when the breakaway republic's internationally unrecognized status remained entirely unchanged — no diplomatic recognition had materialized in the three decades since the 1990 declaration of sovereignty, making "commemoration" carry a particular political weight that standard anniversary issues in recognized states simply don't carry.
A watermark as the sole security feature is thin even by Pridnestrovian standards for commemorative issues.
