Part of Russia's ongoing wildlife conservation series, this rouble was issued the same year the International Union for Conservation of Nature listed the greater flamingo as a species of concern in Central Asian habitats — a designation that directly informed the Bank of Russia's selection of subjects for that year's commemorative program. Production was handled at the Moscow and Saint Petersburg mints concurrently, a routine split for Russian silver commemoratives of the 1990s that occasionally produced minor die differences between facilities.
