Issued to mark the currency reforms Belarus undertook following the catastrophic inflation of the 1990s, when the Belarusian ruble lost value so rapidly that the country briefly circulated denominations reaching 5,000,000 rubles. The commemorative program around the financial system theme was part of a deliberate state effort to project monetary stability — ironic, given that Belarus would redenominate again in 2016, lopping four zeros off the currency for the second time in two decades.
