Obverse description The obverse features the simplified state emblem of the Russian Federation — a double-headed eagle with wings displayed, rendered without shields on its wings or orb and sceptre, as used on Bank of Russia coinage. The eagle is centrally positioned within a beaded inner circle. The Cyrillic legend ОДИН РУБЛЬ (One Rouble) arcs along the upper field, while БАНК РОССИИ (Bank of Russia) curves along the lower field within the beaded border. The fineness designation Аг 925, the nominal weight 7,78, the date 2015 г., and the Moscow Mint monogram appear in the lower portion of the field flanking the eagle, with the mint mark visible at the lower right.

Reverse description The reverse displays the official emblem of the Ministry of Civil Defence, Emergencies and Disaster Relief of Russia (MCHS), rendered in high relief against a mirror-polished field. The emblem consists of a double-headed eagle surmounted by an imperial crown, with wings spread, its breast bearing a shield charged with a blue eight-pointed star enclosing a triangle — the symbolic device of the ministry. The eagle holds a torch and an anchor in its talons. The founding and anniversary years 1990 and 2015 are inscribed in the upper field on either side of the crown, while the Cyrillic legend МЧС РОССИИ (Emergency Ministry of Russia) curves prominently along the lower arc of the coin.
