| Obverse description | The obverse features the simplified state emblem of the Russian Federation — a double-headed eagle with wings displayed, rendered without shields on its wings or orb and sceptre, as used on Bank of Russia coinage. The eagle is centrally positioned within a beaded inner circle. The Cyrillic legend ОДИН РУБЛЬ (One Rouble) arcs along the upper field, while БАНК РОССИИ (Bank of Russia) curves along the lower field within the beaded border. The fineness designation Аг 925, the nominal weight 7,78, the date 2015 г., and the Moscow Mint monogram appear in the lower portion of the field flanking the eagle, with the mint mark visible at the lower right. |

Issued under Russia's series commemorating federal ministries and agencies, this rouble honors EMERCOM — the Ministry of Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters — established by Yeltsin in 1994 from the remnants of Soviet-era civil defence structures. EMERCOM grew rapidly into one of Russia's most internationally active agencies, deploying rescue teams to disasters well beyond Russian borders, including the 2010 Haiti earthquake.
The .925 silver one-rouble denomination was used almost exclusively for collector issues by this point, with face value entirely nominal.
