Transnistria's plastic composite roubles — introduced in 2014 — replaced earlier metal issues for most denominations, making this nickel-plated steel 2017 rouble something of an outlier in the later circulating series. The "Customs" designation marks the 25th anniversary of the Transnistrian Customs Service, one of dozens of institutional commemoratives the Transnistrian Republican Bank has issued for circulation rather than the collector market.

The unrecognised republic relies heavily on customs revenue given its position as a narrow strip between Moldova and Ukraine, a geographic reality that gives the customs apparatus outsized economic importance.
