The Baku City Council began issuing its own emergency money in 1918 as the city lurched through one of the most violent political transitions of the entire post-revolutionary period — from Bolshevik control under the short-lived Baku Commune, through an Ottoman-backed interlude, to eventual incorporation into the Azerbaijan Democratic Republic. Municipal scrip of this kind filled the vacuum left by the collapse of Imperial Russian currency supply chains, which had broken down entirely across the Caucasus by mid-1918.
City-level issuers in this region were improvising under genuine duress. Printing quality and paper stock varied considerably within the same series depending on what was locally available at the time of production.
