Printed entirely in orange-red on cream paper, the face consists of an elaborate guilloche underprint with a dense geometric border of interlocking rosettes and fine latticework running along all four edges. Two large circular guilloche rosettes flank the centre, where the heraldic shield of the City of Liepāja — a rampant lion beneath a tree — occupies a central cartouche. No denomination text or overprint is present, consistent with its status as a background-only trial. |

The reverse repeats the same orange-red guilloche underprint design as the obverse, with the identical geometric border, flanking rosette medallions, and central heraldic shield of Liepāja, printed in mirror symmetry. The absence of any overprinted text or serial numbers confirms this as an unfinished background proof. The overall impression is uniform in colour and registration. |

Liepāja — then Libau under German occupation — issued emergency notgeld in 1915 as the Russian imperial ruble effectively ceased to function as a reliable medium of exchange in the occupied Baltic territories. Municipal authorities across the region scrambled to fill the void with locally printed scrip, and Liepāja's issues are among the earlier examples from Latvian territory.
The "background only" designation indicates an incomplete printing — the primary intaglio or letterpress pass was never applied, leaving only the security tint or guilloche underprint on the sheet. Whether these escaped the press by accident or were retained as specimens is unresolved.
