Arktikugol — literally "Arctic Coal" — was a Soviet state trust that operated coal mines on Svalbard under the terms of the 1920 Spitsbergen Treaty, which allowed Norway sovereignty over the archipelago while permitting other signatory nations to conduct commercial activity there. Soviet mining settlements, principally Barentsburg, operated effectively as enclaves: Soviet law, Soviet wages, Soviet scrip. Norwegian kroner were neither issued to workers nor particularly welcome.
The trust printed its own coupon currency specifically to keep wages cycling within the settlement economy, preventing hard currency from leaking out. The 1957 series replaced an earlier postwar issue as part of a broader administrative refresh following Stalin's death and the reorganisation of several Arctic economic entities under Khrushchev.
These coupons were redeemable only at the trust's own stores on Svalbard — worthless anywhere else.
