VUTsIK — the All-Ukrainian Central Executive Committee — issued this note through its Administration of Economic Enterprises as a form of surrogate currency during the early Soviet period when the Ukrainian SSR's monetary system was still being consolidated into the broader Soviet framework. These enterprise-issued notes occupied a legal grey zone: not state money in the strict sense, but accepted within specific institutional networks at a time when commodity exchange and barter were still commonplace alongside official currency.
The Pick S-prefix placement is telling. This belongs to the Soviet-era Ukrainian notgeld category — local necessity money, not central bank issue.
