Vneshtorgbank's certificate roubles — of which this is the lowest denomination — were not general circulation currency. They formed part of a closed parallel system introduced to manage hard-currency earnings by Soviet citizens working abroad or receiving foreign remittances. The certificates circulated exclusively in Beryozka stores, a network of retail outlets where imported goods and otherwise unobtainable domestic products could be purchased by those with access to foreign exchange.
The 1978–1980 series replaced an earlier Vneshposyltorg system that had used color-coded certificates distinguishing currency sources by country of origin. That distinction was quietly dropped, a bureaucratic simplification with real consequences for how the Soviet state tracked hard-currency flows at the retail level.
