The 1980 Moscow Olympics were the first Summer Games held in a socialist country, and the Soviet government used the commemorative coin program aggressively — issuing dozens of roubles across multiple series to generate hard currency from Western collectors while simultaneously projecting cultural legitimacy. Tallinn, then the capital of Soviet-occupied Estonia, hosted the sailing events, one of the few competitions where foreign yachts and crews moved relatively freely through Soviet-controlled waters.

The boycott led by the United States sharply reduced Western collector demand that year, leaving large quantities of the commemorative series unsold through Vneshtorgbank's export channels.
