The 1947 Soviet currency reform was one of the most abrupt monetary conversions of the postwar period. Announced on 14 December 1947 with only days for exchange, it was explicitly designed to wipe out black market wealth accumulated during the war years — citizens could convert old rubles to new at 10:1 for amounts above 3,000 rubles, a ratio that punished anyone who had hoarded cash outside the banking system.

The "16 scrolls" designation distinguishes this note from a later printing variant with 15 scrolls in the guilloche border — a minor plate alteration that has become the primary basis for differentiating the two issues, neither of which carries an explicit print date.
