The 1947 reform was a confiscatory redenomination — the Soviet government exchanged old rubles for new at a rate that effectively punished those who had accumulated savings outside the banking system. Peasants and rural populations, who distrusted banks and kept cash at home, bore the worst of it. Notes were exchanged at 10:1 for amounts held privately above certain thresholds, while bank deposits received more favorable treatment.
The "15 scrolls" designation distinguishes this variety from the 16-scroll version within the same emission — a minor guilloche difference used by collectors to differentiate print runs from the same year.
