Malaysia hosted the 11th ASEAN Summit in Kuala Lumpur in December 2005, a meeting overshadowed by the ongoing aftermath of the 2004 Indian Ocean tsunami and pressure to accelerate the formation of the ASEAN Community. The summit produced the Kuala Lumpur Declaration, which set 2020 as the target date for regional economic integration — a deadline later revised as progress stalled.

Tuanku Syed Sirajuddin, the 12th Yang di-Pertuan Agong, had ascended to the throne in 2001 following the death of Salahuddin Abdul Aziz Shah. His was the first reign to see Malaysia assume ASEAN chairmanship under the post-enlargement ten-member bloc.
