Sultan Qaboos University opened in 1986 as Oman's first university, its founding directly tied to the sultan's post-1970 modernization drive that transformed the country from one of the most isolated states on earth — with fewer than ten kilometers of paved road at his accession — into a functioning modern state within a generation. This commemorative was issued for the institution's 25th anniversary.
