Oman's Environment Collection, issued under Sultan Qaboos bin Said, coincided with a broader governmental push in the early 2000s to formalize environmental protections across the Arabian Peninsula — a region where such concerns were then largely subordinate to hydrocarbon development priorities. Oman was notably ahead of its Gulf neighbors in establishing nature reserves and biodiversity documentation programs during this period.
