Bahawalpur's position as a nominally Durrani-tributary state in the early nineteenth century makes this issue politically ambiguous — the nawabs acknowledged Kabul's suzerainty on paper while managing their own mint and revenue apparatus with near-total independence. Mahmud Shah, who reclaimed the Afghan throne in 1803 after ousting his brother Shah Shuja, provided the regnal name used on Bahawalpur's coinage without exercising any meaningful control over its production.
This arrangement, common among semi-autonomous Punjab states of the period, meant local coins carried imperial names as a diplomatic formality while weights and fineness were set entirely in Bahawalpur.
