Miguel Lanieri was a private merchant issuer operating out of Victoria, Entre Ríos province, Argentina — one of dozens of commercial houses that issued fractional scrip during the 1860s and 1870s to address the chronic shortage of small-denomination coin in the interior. These notes, sometimes called "vales" or "boletos," circulated as local currency within a limited geographic radius, accepted by shopkeepers and accepted back only by the issuer.
PS# prefix in the Standard Catalog denotes a private or semi-official issue — not a government-sanctioned emission. Survival rate for Argentine provincial merchant scrip of this period is extremely low, as most were redeemed quickly or simply discarded once the issuer ceased trading.
