Pius VII issued this coin just months after returning to Rome following the upheaval of the French occupation, during which the Roman Republic had been proclaimed and papal temporal authority suspended entirely. The 1801 date places this squarely in the immediate restoration period, before Napoleon had fully consolidated his grip on the Church through the Concordat signed that same year — an agreement that technically normalized relations while leaving Pius in a far weaker position than any of his predecessors had occupied.
