Benedict XIV — born Prospero Lambertini — governed the Papal States with a reformist temperament unusual for the mid-eighteenth century, actively corresponding with Voltaire and earning a reputation as the most intellectually serious pope of his age. Ravenna's mint operated under tight provincial oversight during his pontificate, and the quattrino was the lowest practical denomination in circulation there, used almost exclusively for petty local commerce. The pine cone on this issue is the ancient civic emblem of Ravenna itself, not a papal device, which marks it immediately as a regional rather than Roman mint product.
