Robert Keeling & Sons operated as a merchant house in Gibraltar during the Napoleonic Wars, a period when the Rock's status as a British garrison and trading entrepôt created chronic shortages of small change. Merchant tokens like this quarto filled the vacuum left by inadequate official supply, circulating on the strength of the issuer's commercial reputation rather than any crown authority.
Gibraltar's quarto denomination itself mirrors the Spanish copper coinage that had long dominated local trade — a pragmatic nod to the currency habits of the surrounding population.
