The composition is enclosed within an inner circle, with the mint name ROMA inscribed in the lower exergual area. The circumferential legend ILLVXIT · ILLVCESCAT ADHVC, rendered in Roman capitals, encircles the upper portion of the design. A beaded border frames the entire reverse. |

The Sede Vacante of 1669–1670 followed the death of Clement IX in December 1669, and the conclave that followed was one of the most politically contested of the century — French and Spanish factions deadlocked for nearly five months before Emilio Altieri emerged as Clement X. Antonio Barberini, as Cardinal Camerlengo, held administrative authority over the Papal States during the interregnum and authorized this issue under that office. The Barberini family's grip on papal finances during vacancies was well established by this point, a legacy of Urban VIII's nepotism decades earlier.
The five-month conclave length made this a relatively productive Sede Vacante issue by necessity.
