Jordan's small-denomination coinage underwent a significant redenomination in 1992, when the Central Bank revalued the dinar and reissued the fils and qirsh series following the economic shock of the Gulf War — a conflict that devastated Jordan's economy through the loss of remittances from Jordanian workers expelled from Kuwait. The copper-plated steel composition adopted for this series replaced earlier bronze issues as a straightforward cost-reduction measure, a shift common across Middle Eastern state mints during the 1990s.

Abdullah II's accession in 1999 following Hussein's death meant his effigy appeared on these pieces from the first year of this run.
