Herat in the early 1850s was effectively a contested buffer zone — nominally under Afghan Barakzai control but with Qajar Iran pressing claims and British India watching anxiously. Sa'id Muhammad Khan governed as a semi-autonomous figure, and his coinage reflects that ambiguity: locally struck silver asserting a political identity that no outside power was prepared to fully recognize or fully ignore.
The A#3156 reference places this in a transitional series that collectors frequently conflate with contemporaneous Kabul issues. The two are not interchangeable.
