The Ostland textile ration coupons — Spinnstoffwaren-Punktwertscheine — were issued under the Nazi civilian administration governing the occupied Baltic states and Belarus. This 1-Punkt denomination was printed by Rīgas Litogrāfija un Ofset Spiestuve, one of the largest commercial printing firms in Riga, pressed into occupation-era administrative production. The use of a watermarked paper stock for what amounts to a rationing coupon is noteworthy — textile allocations were tightly controlled and counterfeiting was a real concern given chronic shortages across the occupied territories.
