Muhammad Khudayar Khan's first reign over Khoqand ended in 1858 when he was deposed by his brother Malla Khan, making this emission's window unusually tight. The designation 'Fulus-i naw' — new fulus — distinguished a reformed copper issue from the debased coinage it replaced, a recurring administrative problem for the Khanate's treasury throughout the mid-nineteenth century.

Zeno 4089 represents one of several type distinctions within this short reign, differentiated primarily by die treatment and formula variations in the mint inscription.
