Slovakia has no independent central bank issuing authority for parallel currency, and this note has no legal tender status — "Prázdny sľub" translates as "empty promise," which makes the political intent explicit enough. These fantasy or protest notes occupy an awkward cataloging space: physically produced with genuine security paper and a watermark, but issued outside any monetary framework.

Gabris has produced several pieces in this vein. The watermark inclusion is the one detail worth noting — it suggests purpose-made security substrate rather than a simple print run, which puts production cost well above typical novelty output.
