The Union Bank of Australia Limited was incorporated under English law and maintained its head office in London throughout its existence — a colonial bank in the most literal administrative sense. By 1905 the Australian colonies had federated for four years, but private banknotes continued circulating freely; the Commonwealth Bank wouldn't open until 1912, and a uniform national currency remained years further off still.
Waterlow & Sons had a long relationship with Australian private banks, and their security printing for this series is competent rather than distinguished. The Union Bank itself was absorbed into the Australia and New Zealand Bank (ANZ) in 1951 after a long post-war merger process.
