The Jersey States' Committee for Harbours was not a bank — it was a public works authority empowered to raise funds for harbour construction and maintenance. This note is one of the more unusual fiscal instruments to emerge from the Channel Islands: a quasi-governmental bearer obligation issued by an infrastructure committee rather than any banking or treasury institution. The legal authority underpinning it derived from Jersey's constitutional distinctness from Britain, which gave the States Assembly latitude to authorize instruments of this kind without recourse to Westminster.
Very few examples are known to survive.
