The P#13 series was issued as the Falklands were still absorbing the political and logistical aftermath of the 1982 Argentine invasion and subsequent British military campaign. The islands had maintained their own currency throughout the conflict — the Falkland pound, pegged at parity with sterling — and the 1984 issue was part of a deliberate reassertion of civil administrative normalcy following two years of disruption.

De La Rue had printed Falklands notes since the early series and continued the relationship uninterrupted. Watermark security was modest for the period, but the territory's small circulation size made sophisticated counterfeiting essentially non-viable.
