Sudan's 1985 issue came in the immediate wake of Nimeiry's ouster — the April coup ended sixteen years of his rule, and the transitional government inherited an economy hollowed out by the combined pressures of IMF austerity conditions, a collapsed cotton export sector, and refugee crisis expenditure from the wars in neighboring Chad and Ethiopia. The Central Bank was under severe strain, and De La Rue's continued contract for production reflected a lack of viable domestic printing infrastructure rather than any deliberate policy choice.
P#32 carries only a watermark as its security provision — notably sparse for a mid-1980s TDLR issue, when the firm was already supplying more sophisticated features to comparable African issuers.
