The Institut d'Emission des Etats du Cambodge, du Laos et du Viet-Nam was a short-lived transitional authority, established in 1952 to replace the Banque de l'Indochine as the currency issuer for the three Associated States — a political concession that gave nominal monetary autonomy while keeping French control firmly in place. This 1 Piastre was among the final notes issued under the piastre denomination before the currency split into separate national units following the 1954 Geneva Accords.

The Vietnam-designated version of P#104 shares its Banque de France printing with the Cambodian and Laotian variants of the same value, differentiated by overprint rather than a wholly separate design run.
