Rheinische Dampfkessel- und Maschinenfabrik Büttner was a boiler and machinery manufacturer in Uerdingen am Rhein — not a bank, not a municipality. This note is Notgeld in the strictest sense: a private industrial firm issuing its own fractional scrip because the official small-change supply had collapsed during the First World War emergency. Firms of this type typically issued notgeld to pay workers when coin simply wasn't available, with the scrip redeemable at the company store or canteen.
At 1 Pfennig, this is about as low a denomination as German emergency money gets.
