Mannschaftsgefangenenlager Stendal was an enlisted men's prisoner-of-war camp in the Altmark region — "Mannschaft" specifically excluding officer prisoners, who were held under different conditions and separate administrative arrangements. Internal camp scrip of this type was a deliberate German military policy, not a local improvisation: by restricting prisoners to non-negotiable internal currency, authorities prevented contact with the external German economy and made escape financially pointless.
The 1916 date places this squarely in the period of maximum POW population pressure on German facilities, following the mass captures on the Eastern Front. Paper issues at this denomination were the lowest-value practical unit — essentially canteen change.
