Quedlinburg's Mannschaftsgefangenenlager was an enlisted men's camp — the distinction matters, because under the 1907 Hague Conventions, enlisted prisoners could be compelled to work, and internal scrip like this was the mechanism that kept that labor economy functioning without introducing Reichsmark currency into the camp population. The pfennig denominations were deliberately low; larger purchasing power would have created incentives for counterfeiting or hoarding that camp administrators couldn't easily control.
Paper camp issues from German PoW facilities of this period are frequently encountered in poor condition — the material was cheap by design, intended for a closed circulation with a finite lifespan tied directly to the armistice.
