Pirna's wartime municipal and commercial token issues emerged from the same Kleingeldersatz crisis that paralyzed small-denomination circulation across Germany from 1916 onward. Fr. Küttner was a local merchant or tradesman — the firm issued this piece to cover transactions when imperial zinc pfennigs were being hoarded or melted. Private issuer notgeld of this type was technically tolerated rather than formally authorized, operating in a legal grey zone that the Reichsbank eventually moved to suppress by 1922.
