Leutzsch was an independent municipality west of Leipzig until its incorporation into the city in 1922. Local merchant tokens of this type — issued by individual traders rather than municipal authority — filled genuine small-denomination gaps during the chronic coin shortages of the First World War period, when the German imperial government had stripped zinc and other base metals for military use, leaving everyday retail transactions short of workable change.
