Leopold I held the see of Bamberg from 1296 to 1303, a tenure marked by persistent conflict with the Hohenzollern burgraves of Nuremberg over jurisdictional boundaries in Franconia. Small silver pfennigs of this type were the workhorse denomination of local exchange, produced at episcopal mints whose output was tightly tied to the bishop's feudal revenue rights — the right to coin was itself a political instrument, not merely an economic one.
