Königstein an der Elbe was a clifftop Saxon fortress with a long history of holding high-profile prisoners — August the Strong once kept state enemies there — but by 1915 it was processing Allied officers under German military administration. Camp scrip of this type was issued to prevent prisoners from accessing German commercial currency, a concern that was both economic and security-driven: usable Reichsmarks could fund escape attempts.
C. Naumann's Druckerei in Frankfurt produced several of these camp series, suggesting centralized procurement rather than local improvisation. The 1 Pfennig denomination is the smallest in the Königstein issue.
