The Hafenbetriebs-Verein was a Hamburg dock workers' association, and this 1919 Pfennig note is a piece of Notgeld issued in the chaotic months following Germany's defeat — a period when small-denomination coinage had essentially vanished from circulation due to wartime hoarding and metal shortages. Employers, cooperatives, and trade organizations across Germany filled the gap themselves.
