The XVIII. Armee-Korps oversaw prisoner of war camps in the Frankfurt am Main military district, and this 1 Pfennig note belongs to the internal scrip system those camps operated during the First World War. German camp authorities were required under the 1907 Hague Conventions to pay working prisoners, but Reichsmark currency could not be permitted to circulate freely — escaped prisoners with real money were a security liability. Camp scrip was the solution: spendable only within canteen facilities and redeemable for nothing outside the wire.
The Inspektion-level issuing authority — covering multiple camps rather than a single facility — makes this note administratively unusual within the broader corpus of German PoW camp money.
