Eberhard Louis ruled Württemberg during the War of the Spanish Succession and the later conflicts of the early eighteenth century, periods that strained ducal finances considerably. Small billon issues like this one absorbed debasement pressures that would have been politically unacceptable in larger denominations — the pfennig was expendable in ways the larger coinage was not.
