Löbau's municipal treasury issued this 1 Pfennig cardboard note as part of the broader Notgeld wave that flooded Germany after 1918, when small-denomination coinage all but vanished from circulation. The town, in Saxon Lusatia, printed locally — modest production for local need, with no pretense of anything beyond stopgap utility.
Cardboard Pfennig pieces from small Saxon municipalities survive in widely varying condition; the material degrades unevenly and warps with humidity, making flat, undamaged examples harder to find than the catalog frequency might suggest.
