Rüstringen was an independent municipality on the Weser estuary — later absorbed into Wilhelmshaven in 1937 — and like hundreds of German towns in 1917, it resorted to issuing its own emergency small change when the war economy stripped metal coinage from circulation almost entirely. The Stadtmagistrat, the municipal governing body, had no formal banking authority; these Notgeld issues were produced on purely local initiative to keep daily commerce functional.

At 1 Pfennig, this is among the lowest denominations recorded in German municipal wartime emergency issues — a reflection of just how acute the small-change shortage had become by mid-war.
