Cuba's commemorative peso program of the late 1980s and early 1990s was partly a hard-currency scheme — these coins were struck primarily for export sale to foreign collectors, not for domestic circulation, at a time when the Cuban economy was absorbing the early shocks of Soviet subsidy reductions. The 1990 series arrived just before the "Special Period in Time of Peace," the government's euphemism for the severe austerity that followed the Soviet collapse in 1991.
