The Victory series takes its name from the overprint applied to pre-war Philippine Commonwealth notes after liberation — but P#117 is a clean postwar issue, not an overprinted note. It was among the first series produced for the newly independent Republic's central bank, established by Republic Act 265 in June 1948, just months before these notes entered production.

Security Bank Note Company of Philadelphia handled the printing throughout the series. The firm was a mid-tier American security printer that took on significant Philippine contract work during this period, largely because the Bureau of Engraving and Printing in Washington was unavailable for foreign government commissions.
