Paraguay's Tesoro Nacional issued this peso during the presidency of Carlos Antonio López, who had built a state-controlled economy almost entirely insulated from foreign capital. The government ran its own printing operation rather than contracting European security printers — unusual for the region at this period — and the Riviere lithograph shop in Asunción was the practical consequence of that policy. Domestic lithography could not match the intaglio work coming out of London or Paris, and the notes show it.
The watermark is the sole concession to anti-counterfeiting. Within five years, the War of the Triple Alliance would render the entire Paraguayan currency system irrelevant.
